Creative City Planning Framework

The Creative City Planning Framework was developed by AuthentiCity for the City of Toronto. It was adopted unanimously by the Economic Development Committee on February 20, 2008 and Toronto City Council on March 3, 2008. The Framework is an anchor of The Agenda for Prosperity, Toronto’s economic development strategy adopted in January 2008.

In adopting the Framework, Toronto City Council accepted the recommendation that Toronto ‘adopt a cultural planning approach’ to planning and economic development. A defining feature of the cultural planning approach is cultural mapping. Council also directed the Planning and Development Committee to bring back recommendations on how culture could be better integrated in the planning process.

To strengthen cultural mapping as a planning and economic development tool, the City of Toronto partnered with the Martin Prosperity Institute at the University of Toronto to establish Placing Creativity, a group of individuals from academic, government and community organizations committed to increasing creativity in the places where we live. The group convened the first the Placing Creativity Conference in June, 2009 that brought a group of leading international thinkers and practitioners to examine the art and science of mapping creativity in urban centres.

The Creative City Planning Framework was co-authored by Dr. Greg Baeker, Glen Murray and Pauline Couture.
